First, you have to Host your PDF file there are many FREE services to host your PDF file but we will use the most popular one - Google Drive 

Upload the PDF file 

On your computer, you can upload from drive.google.com or your desktop. You can upload files into private or shared folders.

1. On your computer, go to drive.google.com.
2. At the top left, click New and then  File Upload
3. Choose the PDFs file or folder you want to upload.

Drag files into Google Drive

• On your computer, go to drive.google.com.
• Open or create a folder.
• To upload files and folders, drag them into the Google Drive folder.

Select the pdf file you want to embed. 

Now Embed the uploaded PDF in Blogger

• Right click >
• Preview >
• More actions >
• Open in a new window. >
• Now click More actions >
• Embed item. 

Copy the embed code and paste it on your blog post

Note - File must be set publicly visible if you want everyone to see this.

If, You are not getting the Embed option then -

• Get the shareable link of the PDF file in Drive 
• Copy the link >
• go to, iFrame generator tool website >
• Paste the link in iFrame URL >
• You can also change the Height and Width of the Embedded PDF 

Then copy the code and paste it into your Blogger Post(HTML)
